Trouble with Completion Grant

I've got a Completion Grant in Fortuna's Chance. It appears in my list of objects but without the "use it" button.
Is this a bug?
I have tried to use it in my Research Center but I cannot see any button or way to apply the Completion Grant.
How could I use it?

It's used when required, by clicking upgrade on the lvl 9 building you want to upgrade to lvl 10.

Yup, only lvl 9 building you can upgrade to lvl 10, kenny's answer is telling that too....

But for the upside: it's a very valuable item. Don't use it just on any building. To advance in this game, you need to use your CG's wisely!
