I promise I have spent an hour or so looking, however I cannot seem to find how to get my outpost started. I am sitting on a level 10 outpost and have a Water Dragon egg - what do I do now please.

Click the empire tab, and choose the Water Dragon, first one down on the left. There should be a button to create it. You just need to own a plain and have the egg.

Do you have the egg already Moonrakers? If not, you need to start hitting some lakes.
