They should, but If I'm reading it right, you cannot Defuff load from the base.

Load":{"BoostName":"Load","Max":500,"Min":0,"CapTy pe":"percent"} - meaning that the max Buff is 500%, but the minimum is 0%.

So, if you have a 20% DEBUFF and I attack you with a 20% BUFF, you cancel mine out.
If you have a 20% DEBUFF and I don't have any BUFF, my base load applies.

In a nutshell, you can Debuff a load Buff, but can't Debuff the base load for a troop type.

They should, are you talking about Speed, Attack, Life or Defense Defuffs?

i have a card 92% seige load it says i can carry around 1.5 b with 100k wagons but it will only let me carry about a billion
i also have a card with 90% load it works i can carry about 1.45 b
if i turn them both on it says i can carry 1.96. billion but can only carry 1.45 b

It should be applied to wagons, but I've been reading a lot of posts that says it's not working right.

You would think they would apply lol however, it seems that wagons are a 'special' type of siege and just as they don't get hit by trebs, they don't have the siege specific load either.

It's just another glitch in a long list of glitches (that'll never be fixed). This one is particularly annoying if you incidentally have a siege load buff property in an active item, since clicking max for the resources will set the amount to be greater than what can be transported, resulting in an error during transport.

The load buffs work fine on attack but for some reson (poor coding..... no surprise there) they do not work for transport. While it says yes you can carry 1.96b and it can with a succesful attack it will not transport that amount.
