Here's the solution:
A player makes two active cities on one realm: One for actual gaming, and another one for the bank; on the SAME REALM. This can be accomplished by playing on both Kabam and FB or Google+.
Now, the guy plays his actual account as normal, training troops and constructing buildings. On his bank account he makes a few houses, adequate amount of Garrisons, Factory, SC, maybe Storage Vault, maybe Sentinel, maybe researches Agriculture to 9 and makes a Farm Specialty Build to max out food production, but no other buildings in an attempt to keep their power low so they are not a target. On the bank account he trains a HUGE amount of ATs and possibly no other troops (for low power) and tries to win Pack Dragons from the Vault. (The player might move one of his cities, usually the active one, to a place close to the other city - moving low level cities just raises suspicion.
When the real account needs res, or possibly FOOD, the guy goes on his bank account, makes an alliances, puts the real city in the alliance and send some res of their choice back to the real city using ATs.

The Only problem with that is GLORY OF ROME is only available to play on FACEBOOK not available to play on Kabam or Google+ yet (and I personnally dont see Kabam doing that - if they do it would be new worlds not the current worlds)Here's the solution:

I think the person above is actually talking about Dragons of Atlantis not Glory of Rome
