Attacked Repeatedly by Players with Power Level of 25 Million+ Power Level

I am wondering how players get to Power Levels of 25 Million +, I have been repeatedly attacked by players with these power levels and I am having difficulties getting past 4 Million Power as each time they do they drain my Resources and Defences. My Supply Bunkers are maxed as well as all of the buildings in my first 4 cities, I am on my fifth city as well. I am not complaining here I just do not know how to get to Power Levels such as 25 Million. I know it would be easier if I weren't being attacked so offen. I have just used a couple of Exodus to move two of my cities so that should help for awhile. Any ideas or stratagies to get to these extremly high power levels?

Ask to join 1 of top 5 alliances (stay active ,dont have to be on 24/7,make an effort) theres alot of abandonned cities to get loads of res. from ones who played awhile . My fav. USE PT when not there set it to where if you want to farm cities not TCs but yet can pt again before youjr gone while sleeping

Open your Headquarters and set your troops to hide. They cant be killed when you are being attacked, thus you dont loose your troops power. Also if you are just out to gain power and want to be left alone, farm the Terrorist Camps that have Peace Treaties, and stay under as long as you want until you feel you can take care of yourself. While under Peace Treaty you can still attack Terrorist Camps and Wilds to gain more resources and General XP. Moving your cities wont help as there are to many cheats out there to track down players.

Thy have upkeeps of up to BILLIONS. While you're staying under production, they farm you to get food to feed their troops
