Display Error For Some Users in Internet Explorer

I am having a problem with my screen! As I can only see half of it I can not see my SR or population. The only thing I can see is my city, food, oil,, stone, ect. Am I the only one? I was told to try google chrome but I already have that so!!!!

I have been unable to access the game since yesterday afternoon. I have tried on firefox and on internet explorer and have been unsuccessful. The error code I receive is as follows:
