That would be good but if the costs are lowered too much the game will lose money and close because people will not spend more than they use.
Also if you give starting players a boost in initial rubies you must give older players that many rubies. If you lower costs then you must refund the buyers of stuff before that. So unless you have what who bought remembered you must give them more rubies.

Obviously it depends on how low they go, but what could be lost on a per unit basis could more than be made up with an increase of units being sold. I see this all the time in my retail business. The biggest difference here is - there is no merchandise COGS in this game... no manufacture of the rubies, dragon armor, etc that has to be accounted for. As such, there is no real reason NOT to lower the price of the rubies.
