Why use them at all? because I was curious--

Well, I used my 200 coins for those reasons:
- chainmails, blessings and 2h30 sundials are good items;
- rarely the IS are to be found in the everyday lottery so I get the maximum of them when I can, (that's why I saved and bought so many tokens)
- I like putting them on : Rallypoint, Palace, Apothecary; as I did for my 4 actual cities (My technologies are all achieved). This alone requires 12 IS (had 9 left in my inventory prior to the lottery). I'll now be able to put some lvl10 barracks as well for the ballistas; got already 2, might add 3-4 others in the long term.

Now, all tokens spent and all projects secured; this leaves me 8-9 IS. What to do with them? Might use 1 on a 2nd ambassy and put a 2nd wall defenses as well on that city. I still got no museum, no colosseo no market and did not spend any on watchtower, so I'll save 3-4 if something evolves about these points. With the 3 remaining IS, there are still the forge, stable, relief point, workshop; general quarter, villas that can be improved (not to mention any new building that might appear), I know I'll find a good use for them and spend them happily . If I'll berunning low of tokens for the next lottery, I'll buy some fortunas chests if I find it worthy.

If you want ballista, you will need a workshop in order to do the research to build them. Forge is also a good one as well as mine and farm. I personally don't go for palace or wall until I have done almost everything else. My order has been... If God is Apollo do Temple, if not Apollo or after Temple if Apollo is your God do Acad, workshop, forge, barracks, rally, apoth, mine, farm, embassy, stable, relief, palace and wall.

For the IS my order would be:

1. Temple-academy, rallypoint (reinforcing use), apothecary
2. Workshop, barrack
3. Forge, mine, stable
4. Palace, embassy, relief station, walls
5. farm (did it earlier though lol), quarry, sawmill, storehouse

on your main city (I got only farms there).

As I have Apollo as well, I'd suggest putting storehouse at the beginning of point 3.
I believe 1. and 2. are necessary; then, it depends on how many IS you have and how you like to play. For quarry and sawmill; except if you want to have all technologies, as I did, you might even skip them. Then, you would fall back on what I was suggesting studius for the use of the rest of his IS : '- I like putting them on : Rallypoint, Palace, Apothecary; as I did for my 4 actual cities'

You people change the generals!!!!!!!!! Right after that I got a Roman Vigor what the heck do I d with it now?????????????? I must admit for a game that charges lots of money for quick builds,extra res,tokens,city resettlements,,,,,,,, etc.......... You have a lot and I mean a lot of problems with your game!!!!!!!!!!!! I spent over $500.00 on a chest. Not that happy about the game now........... There has to be a way to earn the Imperial standings!!!!!!!!!!!!!!!!!!!!!!!!!!!! Via it be like taking wilds for the marks for new cities.....

Titus 307 - Fortuna haven't been wild with Imperial standings since November 2011 !!! That is a long time !! It is about time to give a little back to the players.
