Ice Outpost, How to Choose Location?

When I made my Spectral Ruins they just defaulted to the first forest listed under the Empire tab. I don't want my Ice Outpost nearby, so is there any way I can control which mountain it is placed on short of abandoning all mountains except the one I want?

You should have been given the option when forming the outpost to select. Maybe you only had one appropriate level forest for your spectral? That wouldn't be the case for a ice outpost.

I had plenty of available forests that were level 10, and plenty of available mountains too for the Ice Outposts. The screenshots I saw from a guide show you being able to select a specific wilderness from the Empires screen when you create the outpost, just as you describe. However, this option is definitely not available to me.

I found a way around it. If I click on a wilderness from the map I am given the option to establish the outpost there, so I was able to use the mountain of my choosing. Not sure why the option wasn't there on the Empires outpost creation screen though.
