It is interesting for the low ranked familly to have a PvP bonus but please look at the ranking, and don't say it is possible to close the gap...
On my server I am in the stracci familly, we are the last familly and we need 430M of respect to catch up the corleone (the second familly needs something like 370M)

I definitely agree that the family rankings are unbalanced and should be based on something else besides the total amount of respect in each family. Maybe just total PvP respect within each family or PvP respect from the Ambrosini towers. It might encourage more activities on the tower...

I could hazzard a guess and say 22% due to the fact that the bail feature increases by 2% per mansion level.

Why not use the average respect per family rather then just taking the final total? If a family has 100 members, just divide their total respect by 100 (the number of members) to get a final number.
