"you do not meet the necessary requirements" generally means you lacking something... Generally resources or research.
Each troop has different requirements, make sure you meet these (they are always a mixture of resources and research requirements)
If however when you try to train and you have everything - as in everything ticked and its still not working, keep an eye on your food. If your running into the negatives, sometimes what they say you have and what you actually have are two different things and hence, you dont meet requirements.
