A certain player has been attacking me for several days. Tonight I planned to attack back, but got the message that I could not scout or attack him because of truce, beginner's protection or vacation. His cities are not showing a white flag or anything and he attacked me today, so how is it that I cannot attack him or scout him back? Thanks for any answers.

It's amazing what a bit of logic can deduce ;-)
If the player is attacking then the player cannot be under a truce either. I have had this same problem as the original poster. Cities attacking me and when I try to attack back, it says I can't.
truce lasts for 12 hours. They attack you, put on a truce, then you can't attack back. After 12 hrs, they can attack again, put on truce, you can't attack for another 12 hrs. Not that hard.
