you need a wind dragon outpost and lvl 10 garrison in that to train them
similarly
lawa jaws in fire op
fangtooth in water op
giant ogres in stone

You may also need some higher research levels but I'm sure you've looked into that. Keep in mind that you can only train them in your wind outpost (can't train them in any other outpost even if you have a level 10 garrison in your wind outpost).
