i think it should affect troop speed, i mean armored trucks take forever to get anywhere even close on the map let alone the 2 hrs they take to get to most of the members in my alliance.

Heh, that building has been "coming soon" for over three months.
i think the new building should effect your maximum pop limit. every lvl increses it by a certain percent. i think the march speed could be a little faster but pop could come in handy alot more then troops speed
i think and this is just my 2 cents that it should do alittle of everything but that's because i can't think of a good affect and by a little i mean just be creative.
