Cannot reassign troops.. Been trying .. Diff cords, many times to my ally mates.

Error Message says 'Alas Good knight! This action cannot be performed on this target for the present. Please try again later.'

you only can reassign to your own second city, try reinforcing to your ally mate, and eat up his food whilst the troops there
