so if i'm lvl 10 , my lvl 1 rail gun (870 healt , 120 attack ) will get in defence 10x10% bonus?(870+870, 120+120) and not just the attacking unit?

Exactly! Your level will provide you with a static bonus of 10% per level to the health and attack to all of your Troops and Buildings.
